GMC Registration and Licensing

Provisional registration (F1)

  • All F1 doctors must hold provisional registration with a licence to practice before commencing shadowing or starting in post. You cannot begin work, including shadowing, without this. Applications that include Fitness to Practice declarations may take longer to process, so early application is strongly advised.
  • Provisional registration is a condition of employment and training. Failure to obtain it before the start of the F1 programme may result in non-payment of salary. Your F1 training time will not begin until registration is confirmed, which may lead to a revised end date and additional training time.
  • Provisional registration can be held for a maximum of three years and 30 days (1,125 days). If you are not in training or plan to take a break, you should check to see if you should relinquish your provisional registration.
  • In exceptional circumstances, the GMC may approve an extension of up to 365 days to complete F1 training. Further information and the application form are available on the GMC website.

Full registration (F2)

  • All F2 doctors must hold full GMC registration with a licence to practice before starting FY2.
  • Without full registration, you cannot work as an F2. If registration is not in place by the start of the programme, you will continue to be paid at F1 salary level. Your F2 training time will not commence until registration is confirmed, which may result in a revised end date and additional training time.

Application Process

UK Graduates

  • Applications should be made via the Applications section of the GMC website, following the relevant guidance.
  • A Certificate of Experience (COE) is required. Following a satisfactory ARCP outcome, this will be sent automatically by the Foundation School directly to the GMC within 28 days of the end of F1. No action is required from you.

Non-UK Graduates

  • If you did not graduate from a UK medical school, you are strongly advised to apply as early as possible to ensure registration is in place before starting FY2.
  • Applications should be made via the GMC website, following the relevant guidance. Additional information is available in the GMC Application Guide for International Graduates who completed F1.
  • As with UK graduates, the COE will be sent automatically to the GMC following a satisfactory ARCP outcome.

Further Important Information

Completion Certificates

  • F1 and F2 completion certificates will not be released until the COE process is complete. Certificates will be available in your Horus ePortfolio (ARCP tab). Please download a copy and retain this for future use.  We will not send a copy of your certificate to you.  We will not retain a copy of your certificates.

After obtaining full registration, F2 doctors must connect to a designated body. Your designated body is NHSE Education South West, not your employing Trust.

You must confirm your designated body in the My Revalidation section of your GMC Online account. The GMC will issue reminders if this is not completed within 30 days. Failure to update your connection after three months may result in formal action, including consideration of licence removal.
